One of games which gameplay is totally obscured: brilliant combination of action and strategy, spionage and stealth gameplay, special setting, .. Graphic is good for 1990 year, music mostly primitive.

The game consists of 4 mini-games (2D-stealth-shooter-action, stealth race, 2 puzzles) and general line of investigation with movement between cities, understading of events, reading news, search and research, ..

If you're ok with old-school graphic and like deep and good gameplay where you need to think, it can fit you well.. You can have a martini cocktail and sleep through the entire case.

10 out of 10.. Holy shizzle this was a good game; very ahead of it's time.
(if you get stuck be sure to "sleep through case" and reload the previous mission when you find out who the mastermind was at the start of the next. Arrest them first and they'll unravel the whole plot and blow the wistle on everyone else inviolved without a shred of evidence!). I played a ton of this game back when it first came out and it is one I fondly remember. It was a great game in it's day and is still well worth playing but it is a very simple game layered with a thin veneer of fake complexity. Tailing someone, tracking someone, doing wiretaps are all the long way round to get the info you want. The best and fastest way to get loads of info in this game is to break into a place and crack some safes and take some pictures. You'll walk out with loads of intel that would've taken you hours to get any of the other ways.

It's a fun game for a few hours and worth it for the nostalgia but everyone out there who is saying it needs a remake is dead wrong. The elements of Covert Action have been done in dozens of other games in more modern implementations. Deus Ex: Human Revolution does a lot of this stuff very well. Then there are the Splinter Cell games, Alpha Protocol and the newer Fallouts that all share some elements with Covert Action but have done them in more modern ways. And I suspect that Sid Meier is aware of that since it's one of the few games he hasn't seen fit to revisit.. Easily the WORST control scheme I have EVER SEEN in a video game, either from the DOS-era OR the modern day! It looks like it would be a fun game, but it's not, and it's very easy to see why Sid Meier hated it. It's the control scheme! You have to use the NUMPAD to move, and you have to search the whole GODDANGED KEYBOARD JUST TO FIND THE KEY TO DO SOMETHING IN THE COMBAT MINIGAME!

It pains to me to say it, but avoid this game at ALL COSTS! Don't look at it, don't even go near it! Unless someone can make an open-source or a fan version of this game, don't buy it AT ALL!. this game is perfect. an update probably wouldn't help
